Beneficial Ownership Leadership Group: Terms of Reference, Declaration, Glossary
The government launched a proactive commitment between the Ministry of Public Affairs, the Financial Intelligence Unit, and the Ministry of Economy, in coordination with civil society, for the 4th Action Plan regarding Beneficial Ownership but only for companies working in the fossil fuels and mining industries. In the commitment related to beneficial ownership participate the Financial Intelligence Unit, the National Banking and Securities Commission (CNBV for its Spanish acronym) and more than 10 Units from the Ministry of Economy and the Ministry of Finance and Public Credit. There is a matrix of the different registries in charge of different agencies and a proposal related to the fields that can identify a beneficial owner in Mexico.
Mexico joined the Beneficial Ownership Leadership Group (BOLG) to drive the global policy shift towards free, open beneficial ownership data. The country signed up to a set of best practice disclosure principles and will look to shift the global norms of company beneficial ownership transparency by 2023, by committing to developing domestic public registers of company beneficial ownership, support efforts globally and regionally for other countries to do the same.

The new government launched a proactive commitment between the the Ministry of Public Affairs, the Financial Intelligence Unit, and the Ministry of Economy, in coordination with civil society, for the 4th Action Plan regarding Beneficial Ownership but only for companies working in the fossil fuels and mining industries. The Action Plan was presented in December 2019. The Ministry of Public Affairs reported that in collaboration with the Finance Intelligence Unit (UIF) of the Ministry of Finance and Public Credit (SHCP) triggered the adherence of Mexico to the Beneficial Ownership Transparency Disclosure Principles suggested by the United Kingdom. In December 2019, for the International Day Against Corruption, the Government of Mexico announced that Mexico joined the Beneficial Ownership Leadership Group (BOLG) to drive the global policy shift towards free, open beneficial ownership data. The country signed up to a set of best practice disclosure principles and will look to shift the global norms of company beneficial ownership transparency by 2023, by committing to developing domestic public registers of company beneficial ownership, support efforts globally and regionally for other countries to do the same.

The government changed in December 2018. The new government has informed through the Open Goverment Partnership (OGP) that they plan to launch a proactive commitment between the Ministry of Public Affairs, the Financial Intelligence Unit, and the Ministry of Economy, in coordination with civil society, for the 4th Action Plan which is in process of elaboration and will be presented in November 2019, there is no public evidence yet. The Ministry of Public Affairs reported that in collaboration with the Finance Intelligence Unit (UIF) of the Ministry of Finance and Public Credit (SHCP) impulsed the adherence of Mexico to the Beneficial Ownership Transparency Disclosure Principles impulsed by the United Kingdom.
