    The debarment database is regulated in the Government Procurement Policy Agency (LKPP) Regulation number 17 of 2018 concerning Blacklist Sanctions in Government Procurement of Goods and / Services. All information about companies that have been registered can be accessed on the INAPROC page in the Black List section (http://inaproc.id/daftar-hitam). LKPP regularly updates this page.

    As of August 31, 2020, there are 352 active companies on blacklist status, while 2862 others had their status changed to inactive. According to the LKPP regulation, violating companies can be subject to blacklist sanctions for one year. Determination and cancellation related to blacklist sanctions have also been completely regulated in the above rules.

    At the same time, Indonesia is currently continuing to improve the quality of the Sistem Informasi Kinerja Penyedia (SIKaP) or Vendor Management System (VMS), an application in the Electronic Procurement System used to manage data/information regarding performance history and/or qualification data of Goods / Service Providers. This effort is expected to simplify the supplier selection business process so that only registered providers who meet the qualification and performance requirements are eligible to participate in the tender.

    The implementation of blacklists in Indonesia is quite progressive. Procurement units both at the central and regional levels have been able to conduct effective coordination and publish companies in real-time that are subject to blacklist sanctions.

    However, monitoring the utilization of the blacklist is still tricky. Several procurement units in the regions did not fully comply with the list for reasons of maintaining good relations and political pressure from the Regional Head. A case like this can be found when the Bandung City Government continues the contract with PT Sartonia Agung for a row house construction project in the Tamansari area (2019) even though the company is blacklisted. The authority argued that the Bandung City Government and PT Sartonia Agung contract was signed two years ago.

    Meanwhile, the SIKaP instrument also did not represent the original purpose and purpose of developing the Sistem Informasi Kinerja Penyedia (SIKaP) application, particularly assessing and classify performance-based providers. Meanwhile, the current tool is only an administrative qualification assessment. Qualified providers still have to seek out projects and follow a bureaucratic-administration process.

    Also, the plan to implement the UK Government's Global Digital Marketplace initiative in Indonesia began at the end of 2018. As far as the information we have, although pretty minimal, this initiative will collaborate with the City Government of Bandung and the City of Surabaya. There are two things in this collaboration. First, the UK Government will share experiences on how to establishing and managing procurement digitally in the context of controlling corruption risks and ensuring value from money for taxpayers. Second, the e-procurement collaboration is also carried out on a broader scale so that in the future, the two cities can take advantage of the products and technology sold in the UK's e-catalog on a fair, accessible, and transparent basis. However, we did not find any other development information.

    There was a new regulation on Public Procurement with Presidential Decree Number 16 Year 2018 that regulates the Procurement Unit independence, electronic catalog, electronic purchasing, etc. It was an updated regulation from previous Presidential Decree Number 54 Year 2010. This includes an improved debarment/blacklist, which is up-to-date.
