    The Companies and Allied Matters Act (Repeal and Re-enactment) Bill was signed into law by the President on the 7th of August, 2020. Through the enactment of the CAMA, Nigeria intends to drive transparency in ownership and control of legal vehicles including those in property and public contracting.

    Through the enactment of the Companies and Allied Matters Act, Nigeria intends to drive transparency in ownership and control of legal vehicles including those in property and public contracting. The process is currently underway as the Bill passed to the second reading at the Senate on the 27/02/2020. The Nigerian EITI has launched a limited BO registry for oil and gas companies. However, many entities on the list are legal owners and not the beneficial owners.

    The Nigeria Extractive Industries Transparency Initiative has under the EITI global standards has committed to having the sector specific publicly accessible Beneficial Ownership Register in Nigeria by October 2019.

    The Nigeria Open Contracting Portal which is already established has an interface to look up for preliminary information of companies bidding for any contract but not on the beneficial ownership of these entities.

    The Corporate affairs commission has reviewed the entire Corporate and Allied Matters Act (CAMA) with a provision to incorporate not only the oil and gas sector in beneficial ownership disclosure but also all public and private sector players. This bill has been submitted to the legal drafting committee under the office of the attorney general of the federation in August 2017. However, despite the road map for establishing the beneficial ownership disclosure in the oil and gas sector as established by NEITI, there is no clear responsibility on who should establish the roadmap and implement this in other sectors.

    The Bureau of Public Procurement (BPP), has concluded plans to launch a citizen engagement portal that will feed interested persons with updates on government-approved projects. We are yet to see concrete results.
