In order to increase fairness and transparency in the technical evaluation of large scale software businesses, the Procurement Agency reorganized the professional evaluation team, revised the technical evaluations standards in order to increase the differentiation of technical evaluations in negotiation agreements, and made efforts to increase the fairness of the subcontracting culture by obligating the use of standard form of subcontract in the bidding of the Procurement Agency.

PPS has been providing e-procurement services since the launch of KONEPS(Korea ONline e-procurement System) in 2002. As a result of digitalizing the entire procurement process from supplier registration to e-payment, and its position as a single window for Korea's public procurement, KONEPS has been recognized as a success case for improved transparency and increased efficiency in e-Government initiatives from international organizations. As of 2018, 55,040 public entities and 400,915 procurement suppliers are using KONEPS.

South Korea's online e-procurement system appears to be well maintained and the above report on ‘achievements’ shows that from 2016 to 2017 there has been a substantial increase in public organisation users and business users of the system.
