Spain

Spain completed more ambitious pledges than any other country.

Spain’s only two incomplete commitments were to participate in the Anti-Corruption Innovation Hub, which has not yet been publicly launched or operationalised, and to take steps to ensure the transparency of the ownership and control of all companies involved in properly purchase and public contracting.

Five of Spain’s new and ambitious pledges are complete. On beneficial ownership, Spain committed to ensure domestic law enforcement authorities share the beneficial ownership information available in the central database with counterparts in third countries. Spain also supports the development of internationally-endorsed guidelines for the transparent and accountable management of returned assets, as well as promising to strictly enforce its existing asset recovery legislation. Spain’s less new and ambitious asset recovery pledges are also complete, making it an unexpected frontrunner on implementing asset recovery commitments.

Spain’s two ongoing commitments are to collaborate with the International Anti-Corruption Coordination Centre and to implement the robust provisions of the Penal Code in the fight against corruption. Neither commitment is considered ambitious.
