MEXICO

There is no public evidence of progress on Mexico’s commitments to launch a practitioner partnership on institutional integrity or to develop internationally endorsed guidelines for transparent and accountable asset return.  There is also no evidence of Mexico reviewing penalties and other action against professional enablers of tax evasion, including for corporations that fail to prevent their employees from facilitating tax evasion.

However, Mexico stands out as an emerging leader in open contracting, with 6 commitments on public procurement – twice as many as any other country. Mexico, along with Colombia, France, Ukraine and the UK, is a founding member of the Contracting 5 (global network for governments to share procurement ideas and innovations), and has successfully implemented the Open Contracting Data Standard in its flagship infrastructure project, the New International Airport for Mexico City, worth US$13 billion.

Along with the World Bank, Mexico developed an adaptation for the Open Contracting Data Standard for it to work with the national procurement system, the adaptation considers through extensions specific aspects of the mexican public procurement legislation. Currently, the Federal Public Administration is developing a platform in which all contracts are published using the Open Contracting Data Standard, this includes the health sector. The Standard includes information from all the contracting cycle, starting in the planning stage and ending in its implementation.
